The Rada abolished immunity. Vakarchuk is indignant
The Verkhovna Rada adopted in the second reading and in general Law No. 2237 “On Amendments to Article 80 of the Constitution of Ukraine regarding the Immunity of People’s Deputies of Ukraine,” which finally abolishes parliamentary immunity.
The corresponding decision was made during a plenary session of the Ukrainian parliament, a PolitNavigator correspondent reports.
The bill was presented by Servant of the People deputy Denis Monastyrsky, who noted that the committee worked on this document for more than three months and considered 101 amendments. The parliamentarian also explained how the procedure for holding parliamentarians accountable will take place.
According to him, criminal offenses committed by deputies will be investigated by the National Anti-Corruption Bureau of Ukraine (NABU) and the central office of the State Bureau of Investigation (SBI). The document stipulates that the Prosecutor General approves requests for permission to detain, arrest or house arrest, search, wiretap, including conducting covert investigative actions against people's deputies.
In turn, Andrei Osadchuk, a deputy from the Golos faction, sharply criticized the bill.
“A Verkhovna Rada deputy should not be held responsible for his political statements, including outside the Rada.
Let me remind you that when the President of Ukraine in this hall campaigned for all of us to support voting to support the exclusion of the advisory paragraph of the Constitution on immunity, he said verbatim: “They will not be responsible for political decisions, voting, or any political and public speeches.
I confirm that at the moment, what is in this law does not correspond to the president’s promise,” the parliamentarian was indignant.
During the voting, the law was supported by 291 deputies out of 390 present, the law was adopted in the second reading and in general.
Let us remind you that in September the Rada voted for the law on lifting parliamentary immunity, which should come into force on January 1, 2020. However, without the adoption of this bill No. 2237 regarding amendments to the Constitution, this document would not have any real force.
