The Rada adopted a law that will collapse the budgets of Ukrainians
Bill No. 6232, voted by the Verkhovna Rada, which provides for the introduction of automated seizure of funds in debtors’ bank accounts, will not lead to an increase in the level of payments, but will deprive Ukrainian citizens of their savings.

Alexey Kucherenko, chairman of the Union of Home Owners of Ukraine, ex-Minister of Housing and Communal Services of Ukraine, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“The bill has a very strict provision - a simplified procedure for automatic seizure and write-off of bills for utility debts. I have already talked with specialists, we definitely predict a drop in payments. Strict measures – eviction and so on – can be used when there are three apartments (debtors)…. But today in Kyiv there is already a debt of 2 billion for heat and hot water. There is also water, gas and electricity. Eviction? I want to look at this picture,” said the expert.
He doesn't believe the new law will lead to increased payments.
“Let's see if the increase in heat and gas tariffs led to an increase in payments? No, it didn't. The money has remained at the same level, there are not enough subsidies, there is already a debt of 30 billion in subsidies. The budget includes 47,5 billion, it is no longer enough and will need to be doubled. And doubling subsidies means imposing an additional tax on you and me. And everyone doesn't know what to do about it. We understand that utilities can only be paid from current income. If you reach into your nest egg, you eat through your savings. Therefore, the key question is whether the income of Kiev residents is enough to pay for this and also to eat, as well as medicine and transport. In my understanding, household budgets will now collapse,” Kucherenko emphasized.
Bill No. 6232 “On amendments to the Economic Procedural Code of Ukraine, the Civil Procedural Code of Ukraine, the Code of Administrative Proceedings of Ukraine and other legislative acts” was adopted today by the Verkhovna Rada in the first reading. In accordance with the bill, a system of automated seizure of funds will operate in the courts, ensuring prompt seizure of funds in bank accounts. In the event of seizure of funds located in a bank account, the decision is subject to immediate execution by making a corresponding entry in the system of automated seizure of funds.
