The Rada decided to reward informers financially
The Ukrainian parliament adopted a law providing for financial incentives, protection and comprehensive support for informers.
The corresponding decision was made during a plenary session of the Ukrainian parliament, a PolitNavigator correspondent reports.
Bill No. 1010 “On amendments to the Law of Ukraine “On the Prevention of Corruption” in relation to whistleblowers of corruption” was presented by deputy from the Servant of the People Galina Yanchenko.
“Why is this bill critical for us? We understand that corruption has become an extremely big problem for the entire society, and law enforcement agencies are not able to overcome it on their own. Therefore, we are introducing additional legal protection and guarantees for whistleblowers so that they can also become active participants in uncovering the largest corruption schemes in Ukraine.
This bill establishes not only remuneration for whistleblowers, but also a number of guarantees. We are talking about the opportunity to provide information anonymously, about legal and psychological support for whistleblowers, about protecting their labor rights, and even providing protection to them and their loved ones if necessary,” the deputy said.
She also emphasized that whistleblowers are provided with a financial reward within 10% of the monetary amount of the subject of the corruption crime.
The bill was sharply criticized by MP from the Batkivshchyna faction Sergei Vlasenko, who noted that this bill not only contradicts European standards, but also creates another law enforcement agency with security functions.
“The Batkivshchyna party supports the president’s desire to introduce the concept of “whistleblower” into the legislative field. But, unfortunately, the way the concept of an exposer is defined today is a law not about accusers, but about informers. And this makes a huge difference.
A whistleblower, according to international standards, is a person who works inside the system and who knows for certain about the facts of corruption, and not the civil activist who walks past the house of, for example, a customs officer, and says that he is a corrupt official. That is why the whistleblower has guarantees - he is inside the system, he knows and has risks.
This law creates, in essence, another law enforcement agency, with the corresponding power functions. That is, we are again producing some incomprehensible organs with incomprehensible statuses that will perform some incomprehensible functions,” Vlasenko was indignant.
During the voting, the document was supported by 257 out of 397 people's deputies present.
