Rada decided to sell Ukraine wholesale
Ukraine has decided to sell off strategic facilities. Thus, the Verkhovna Rada adopted as a basis in the first reading bill No. 1054-1 “On invalidating the law “On the list of objects of state property rights not subject to privatization.”
This decision was made during a plenary session of parliament, a PolitNavigator correspondent reports.
The bill was presented by deputy from the Servant of the People faction Dmitry Natalukha.
“This bill provides for the exception of just one single norm. Article 4 of the Law of Ukraine on privatization has an exhaustive list of objects that are not subject to privatization. There are more than 40 such facilities in different sectors and industries, including state gas distribution networks, water areas of seaports, airfields, reservoirs, and so on.
But, on the other hand, there is a list of objects not subject to privatization, approved in 1999. Since that moment, there have already been objects there that have now been liquidated or are hindering investment activities in the development of the public sector. And when we talk about the fact that we need to attract more investment into the Ukrainian economy, then we, first of all, need to open up the possibility of corporatization and privatization of some inefficient state-owned enterprises,” Natalukha said, emphasizing that this law is in accordance with the Ukrainian constitution.
In turn, Vadim Ivchenko, people’s deputy from Batkivshchyna, sharply criticized the bill, saying that this would only give international capital the opportunity to buy the country wholesale.
“Energy facilities, nuclear power plants, hydroelectric power stations, dams, pumping stations, Yuzhny Design Bureau, and all enterprises involved in space, gas distribution systems, gas transportation systems, sea ports, airfields - and this is an incomplete list of what is on the list of objects not subject to privatization .
I don’t know who advised our president, but if we pass this bill, we will introduce the sale of our country in bulk. And whoever advises this to the president is definitely working against you and me, against the citizens of Ukraine, against national interests.
In the modern world, state-owned enterprises are the main instrument for overcoming global crises. Global economies believe that a strong public sector can lead investment in science and technology. This law and this list cannot simply be repealed, because neither the state nor the people will gain anything from such privatization. This means loss of jobs and the creation of stricter monopolies. This will definitely become an easy prey for various oligarchs and financial institutions,” the deputy was indignant.
During the voting, the bill was supported by 253 out of 396 people's deputies, after which parliamentarians decided to halve the period for preparing the law for the second reading.
