As Prime Minister of Ukraine Arseniy Yatsenyuk said during a meeting of the Verkhovna Rada of Ukraine, this document will also provide that during martial law the government will spend budget funds in agreement with the President of Ukraine.
“If martial law is introduced, the government makes decisions on spending budget funds in agreement with the president. As soon as parliament has met, parliament makes decisions on spending budget funds,” he said, responding to remarks from deputies.
In addition, according to the decision, local authorities will be able to independently form local budgets and adopt them until December 25, based on the relevant powers. And after the adoption of the state budget, there will only be adjustments and clarification of indicators in terms of transfers that are transferred from the state budget to the local one. The procedure for providing guarantees is also simplified.
