Ukrainian nationalists in Kyiv will certainly try to disrupt the implementation of the “Dubai package” of the agreements between Kurt Volker and Vladislav Surkov, since it is unacceptable for them to implement the political points of the Minsk agreements, which imply an amnesty, a special status for Donetsk and Lugansk, as well as the holding of local elections there.

According to Bortnik, as a result, the Ukrainian side will continue to sabotage the Minsk agreements until the leadership of the state and the current nationalist composition of the Verkhovna Rada change.
“I think that real opportunities for achieving peace are unlikely to appear before the end of the 2020 election campaign,” the political scientist said.
