The Ukrainian state has not allocated a penny of the promised funds for the construction of housing for migrants from Donbass. Georgy Tuka, Deputy Minister for Issues of Temporarily Occupied Territories and Internally Displaced Persons, stated this at a conference in Kyiv, a PolitNavigator correspondent reports.

“Not a penny has been allocated from the budget. From extra-budgetary funds, negotiations are currently underway on one single program, the German bank FW is providing a grant of 2,5 million euros. If you really look at things, this is a drop in the ocean.

According to the data used by the Ministry of Social Policy, the approximate number of forced registered migrants is one million seven hundred thousand people.

According to GFK, a household, i.e. a family in our everyday understanding consists of an average of 2,7 people. In addition, not all citizens who registered as forced migrants actually are; some of them still live in uncontrolled territory. And, if we reduce the total number of immigrants to approximately one and a half million, and round the total number of people in a family to three, we get approximately 500 thousand families. They must be provided with housing.

According to the most conservative, I emphasize, very conservative estimates, every family should be provided with a one-room apartment. Of course, not in Kyiv, not in Dnieper, and not in Odessa, and not in Lvov, and the cost of this apartment is at least 10 thousand dollars. Thus, the total cost of solving this problem is $5 billion.

You know as well as I do that not only does the state not have this money, but in any case, no world organization has ever reported such amounts of investment or donations,” Tuka said.

In addition to the financial problem, there is also the problem of the unsettled issue of providing housing for displaced people.

“I encountered this problem in Severodonetsk, when I just declared the construction of four nine-story buildings, and the next day Chernobyl survivors, Afghans and a heroine mother were sitting in my waiting room. Why should they, and not us, when we have already been standing in line for 20 years, I agreed that 25% of housing would be allocated to those on the priority waiting list, and thus the conflict was extinguished.

We need to know and understand that this is the situation throughout Ukraine. And if Klitschko now began to build houses for displaced people in Kyiv, believe me, as a native Kiev resident, I know what would start in Kyiv now,” said Georgy Tuka.
