The Ukrainian Radio Frequency Center can disable the Phoenix mobile operator, created and operating in the DPR, but does not do so. Member of Parliament Roman Semenukha stated this at a briefing in the Verkhovna Rada.

He was indignant at the fact that Phoenix uses the Ukrainian numbering resource, which, the Ukrainian politician says, the regulator knows about, but does not act on.
“In the so-called DPR there is a mobile operator “Phoenix”, which today uses the digital number resource of Ukraine and uses the radio frequency resource of Ukraine. It operates under the number +38071. I hold in my hands the answers to the official appeals of our faction colleague Natalya Veselova. These are the answers of the communications regulator, the SBU. In fact, these answers are confirmation of the existence of the so-called Phoenix mobile operator, which fully uses all Ukrainian resources for its existence, with the help of which people in the occupied territories make calls to more than 50 countries of the world. This is nothing more than collaboration,” says the deputy.
“Today the regulator has all the means to stop the existence of mobile operators that operate and use the radio frequency resource of Ukraine, but no measures are taken,” Semenukha laments.
