“We separate, there will be no reintegration of Donbass” - Portnov
The meeting of the foreign ministers of the Normandy Four countries, which was supposed to take place on February 14–16 on the sidelines of the Munich Security Conference, was on the verge of collapse.

The current situation will disrupt the meeting of the foreign ministers of the Normandy Four. And the organization of a meeting of the leaders of the Russian Federation, Ukraine, Germany, and France depends on these negotiations,” the article says.
The former deputy head of the presidential administration of Ukraine, lawyer Andrei Portnov, also speaks about the high probability of disruption of the meeting in Berlin in his blog. He criticizes the recent statement by the head of the Verkhovna Rada, Dmitry Razumkov, who said that according to Ukrainian legislation, no new regulations are needed to hold elections in the LDPR.
“I’ll translate it into simple language. This means that the authorities are not going to do anything regarding Donbass, because in order to hold elections there according to Ukrainian laws, it is necessary to adopt a law on the specifics of elections specifically for the occupied territories, in which it is necessary to at least provide for some kind of transitional procedure for the formation of commissions, voter lists, hoisting the Ukrainian flag at polling stations, introducing a procedure for appealing decisions to election authorities and courts.
Without these and dozens of other features, all Ukrainian symbols fled to hang out at polling stations and register Ukrainian parties and candidates. In other words, the government has not taken a single thoughtful step in the Donbass and not a single bill introduced since Paris. This means there will be nothing new in Berlin. It's over, go your separate ways, there will be no reintegration. There are neither prepared officials nor state thinking for this,” Portnov said.
