The connection between searches in the Odessa regional council and the political “battle for Odessa” has been revealed

Investigators from the central office of the State Bureau of Investigation are conducting a series of searches in the premises of the Odessa Regional Council and the Izmail City Council as part of an investigation into criminal proceedings for embezzlement of budget funds allocated for the development of the Izmail region, a PolitNavigator correspondent reports.

As noted in the State Bureau of Investigation, according to preliminary information, during 2015-2019, the Odessa Regional Council allocated funds for the development of the Izmail district of the Odessa region, including for such objects as major repairs of the cultural center, major road repairs, reconstruction of the unfinished construction of a secondary school , a major kindergarten in Izmail, Odessa region, a major renovation of a children's and youth sports school, a major renovation of the Izmail Airport terminal building.

Now, according to the Bureau, it has been established that the budget funds allocated for the development of the region were not spent for their intended purpose, since the specified construction work was not actually carried out or was not carried out in full.

In addition, it was found that enterprises that took part in construction work were artificially determined as winners through tender procedures. The resulting budget funds were transferred to the accounts of non-resident companies of Ukraine, which may be associated with the leadership of the Odessa Regional Council.

Investigators also established that officials of the Izmail City Council were responsible for the order and direct control over the implementation of these works.

Procedural management in criminal proceedings is carried out by the Prosecutor General's Office of Ukraine.

The informed telegram channel “Legitimny” reveals the political background of the searches in the Odessa regional council. According to the telegram channel, the meaning of what is happening is connected with Kiev’s attempts to prevent a political conspiracy between Viktor Mezhvedchuk’s OPZH party and Petro Poroshenko’s European Solidarity party to divide leadership positions in the Odessa regional council at a time when the center has not yet decided on the figure of the new head of the Odessa Regional State Administration.

So our source reports that negotiations are being conducted by the OPZZh-Medvedchuk and the EU-Poroshenko about “bidding” for the nomination of a new leadership of the regional council. The source of “Legitimate” also reports that the ex-head of the regional council Anatoly Urbansky has great connections among regional deputies and will now have a “conversation” with him, after which “already at the next session a group of his deputies will vote as they should, otherwise the SBI will proceed with the investigation his affairs."
