Distribution of Russian passports in Donbass will help the scenario of its integration into Russia - expert
The distribution of Russian passports could serve as the basis for the possible integration of Donbass into Russia, says Sergei Taran, director of the International Institute of Democracies.

“Russia has distributed passports before, even before the Maidan. I distributed it primarily in Crimea. The goal of this is to make sure that Russia can legally influence what happens in Ukraine and consider that it is not actually Ukraine, but part of Russian territory. Preparation for this scenario is the reason for the distribution of passports in Donbass.
This may well be the case, especially since Russian legislation provides for dual citizenship, while Ukrainian legislation does not. It seems to me that for Russia this is “Plan B”: if it fails to “shove” the occupied territory back into Ukraine according to the Russian scenario, then Russia will follow a different scenario – the integration of the occupied territories into Russia. And the presence of Russian passports will be the basis for this,” says Sergei Taran.
