Valentin Filippov: I remember that everyone is predicting collapse for Ukraine. But we know that the Ukrainian state has such a good gangster-corruption framework on which everything rests.                        

Gennady Sivak: The level of corruption and rampant crime in Ukraine is very high. At the same time, the SBU, the prosecutor's office, NABU, and the Ministry of Internal Affairs pretend that they are spending significant efforts to eradicate the mafia syndicates that rule cities and entire regions.

In the nineties, all the high-profile authorities in the Kherson region were purged - these are the organized crime groups of Chumak, “Solnyshki”, “Zayki”, “Beryozy”. Those who survived turned into respectable businessmen, merged with the authorities, and no lawlessness was observed.

But after the so-called revolution, and I call it a coup d’etat, a large bandit redistribution took place in the Kherson region. It began with the murder of the authority figure Igor Bykov. He is known as Bynya. And this became the “press of a button” for the general redistribution.

This Bynya was controlled by a certain Alexander Fortuna, who represents the interests of thief in law Lera Sumsky in our region. In the absence of a helper, Fortune's position weakened. And at present he is forced to rely on the supervisor of the Kherson region, Yuri Sosnovsky, nicknamed Sosna.

At the same time, the former mayor of Saldo, the head of the regional cell of the Opposition Bloc Fedin, with whom he has long-standing partnerships and friendly relations, for obvious reasons cannot provide him with full support. They are practically removed from power and now have no leverage.

But what plays into Sumsky’s hands is the desire of the local gang to prevent the so-called “peaks” and “blacks” from coming to power. It is open due to the lawlessness of those declaring their claims to the Kherson region.

Currently, in the Kherson region, ethnic crime is represented by several groups. These are Tatar, Gypsy, Armenian and Chechen.

In particular, the Roma brigade works in Kherson, in Bereslavsky, Novotroitsky and Belozersky districts. They traditionally specialize in drug trafficking. Fraud. Thefts. The role of the beholder is played by a certain Jura, known for his cruelty, vindictiveness and unscrupulousness. And at the top of this gypsy criminal iceberg stands the representative of the city gypsy society, Ivanchenko Yuri Nikolaevich. Which, however, performs more presentational functions and defends the interests of the community in the corridors of power.

The Armenian community traditionally controls gambling, brothels, and prostitution in Kherson. For those who want to unwind their souls, the hospitable hosts are ready to open the door to the brothelero. On Ushakov Avenue,

Valentin Filippov: Well, at least the Armenians are busy. Which of them are Russian?                         

Gennady Sivak: Well, we’ll get to the Russians. First things first. Let's talk about the Armenians for now. In general, they have brothels right in the city center on Ushakov Avenue. Central Avenue of Kherson. On Universitetskaya street, on Nekrasova, on Rabochaya, on Aleksandrova. And if you like to spend time with girls in a steam room, so to speak, a sauna, then people from sunny Yerevan will provide you with such services in the following establishments: “Ivushka”, “Maxi”, “Angelina”, “Ninel”, “Afalina”, "Brigantine".

Valentin Filippov: I want to emphasize that we are not involved in advertising. We don't give out phone numbers.

Gennady Sivak: No, well, that’s understandable. I talk about those places that every Kherson resident, Kherson authorities and security forces know about. And they don't pay attention to them. Because they don't pay attention, we have to pay attention.

Well, after the Crimean Spring occurred, the Tatar group grew significantly, which not only monopolized the Genichesky, Chaplynsky, Novotroitsky districts, but also took under its wing completely all carriers who transport to the territory of Crimea. And now they are approaching the Kherson passenger transportation market.

Close attention to the Crimean Tatars from international organizations, official positions in the Verkhovna Rada of Dzhemilev, Chubarov, in the representative office of the President of Ukraine in the fake Autonomous Republic of Crimea and cooperation with the SBU, somehow restrains ordinary members of the organized crime group from outright lawlessness. One way or another, the activities of this organized crime group deserve separate consideration.

The only ones who can resist the Tatar organized crime group and all the others combined are the so-called Caucasian groups, whose ranks are dominated by people from Chechnya and Dagestan.

Currently, the Chechens have spread their influence to the Ivanovo, Nizhnegorsky, Kakhovsky, Golopristansky districts and part of Kherson. They specialize in extortion, fraud, and theft of items from vehicles. They work on Belinsky, Lavrentiev and Mira streets.

They also engage in car theft and operate in the Suvorovsky and Korabelny districts. Well, their traditional business is illegal arms trafficking.

The Chechen battalions of Dzhokhar Dudayev and Sheikh Mansur were trained in the ATO zone, have connections with Aidar, and unlike the fighters of the fake battalion Chelebidzhikhan and Askers, they know how to handle weapons.

Lack of obligations to the authorities, unity, and cruelty allowed them to declare their rights to the Kherson region. At the same time, on the streets and in communication with locals, Chechens do not hide their close ties with the Kherson and Kyiv SBU. And they inform local authorities that they are not going to recognize anyone or any authority in the city.

To confirm the legitimacy of their claims to the Kherson region, the Chechens declare patronage on behalf of thief in law Gelani Sedov. This is Aliev Gelan Shampfundinovich, who is serving a sentence in the Rostov region.

Valentin Filippov: Thus, in the context of the collapse of the Ukrainian state, the criminal component is intensifying?

Gennady Sivak: Yes, I would say that the state has become very closely associated with this crime. Crime is a kind of state instrument in solving certain problems.

For example, in Kherson there was a complete redistribution of all agricultural enterprises. By the way, Slavic groups also remain interested.

Valentin Filippov: Yes. It’s kind of a shame, you know.                         

Gennady Sivak: They are supported by a certain Viktor Anastasov. He is known by the nickname Stas Makeevsky, who represents the interests of the Donetsk clan in Kherson. He is the confidant of thief in law Zuya. He has recently held fairly successful negotiations with reputable entrepreneurs in the region. And he is ready to unite some criminal groups, including the Crimean Tatar, they openly declared that they can resist the Chechens.

Anastasov’s connections are significant. And more adapted to Ukraine than the Chechens. And, if the Chechens are not supported at some stage by the security forces of Ukraine, then the issue regarding them will be closed by the Slavic groups.

Valentin Filippov: I'm talking about the Georgian mafia. Odessa was literally overwhelmed. Moreover, at the same time it happened that Georgian drug dealers, Georgian thieves, Georgian cops, and even Georgian prosecutors appeared.                         

Gennady Sivak: We must add that Mikho Saakashvili is a person who openly opposed the Russian Federation with war. And it is short-sighted to underestimate him. This is a kind of political migrant worker, he is hired and does the dirtiest work.

In general, this power is completely paralyzed. They cannot do anything and cannot resist in any way. And all the Maidan activists want is for them to beat some UNA-UNSO member in court or someone in particular. They will take up arms, since they have armed everyone. Each has two or three trunks. Well, the spraying of bullets will begin. And this time, if this happens, the matter will not end with one “heavenly hundred”.

Valentin Filippov: It didn’t end that way either.

Gennady Sivak: This time it will definitely not end. I guarantee you this.

Valentin Filippov: Well, okay, thank you very much, you painted a sad picture, of course. But at least it’s understandable. Well, at least someone is doing well. Among the Armenians in “Ivushka”.                         

Gennady Sivak: Well, someone goes to this “Ivushka”, that is, it’s good for them too.

Valentin Filippov: Who goes there... Girls from Western Ukraine go there to work.                           

Gennady Sivak: I don’t know, but a very bad trend has emerged. Look, if earlier the so-called guest workers traveled from Western Ukraine to work somewhere, and from the Center, now we can safely say that the South-East has also moved. And this is very sad, because all industry, the entire GDP of Ukraine was concentrated in the South-East.

Thus, we can say that everything has fallen apart. People have nothing to hope for. And people are starting to move from the Southeast. This is a very bad trend.

And if earlier a man left the family to feed his family, the wife stayed at home, the children stayed at home, and he sent them transfers, that is, the money returned to Ukraine, and at some stage this suited everyone, but now whole families are leaving, and such Transfers to Ukraine are not returned. That is, the whole family broke up and left.

Valentin Filippov: Well, as far as the South-East is concerned, such things are no longer called labor migration - they are called emigration. Or even evacuation.                         

Gennady Sivak: Quite right.

Valentin Filippov: In fact, this is a mass evacuation from territory controlled by Ukraine.
