RBC revealed a scheme for transferring money between Russia and the DPR
Moscow - Kyiv, April 8 (PolitNavigator, Mikhail Stamm) - Residents of the Donetsk People's Republic (DPR) began accepting and sending payments. Since there are no financial institutions in the republic, the Donetsk authorities organized a whole scheme for sending money with the participation of the Anelik money transfer system and Russian banks, in particular Promsvyazbank and Transcapitalbank.

In November 2014, Kyiv disconnected the Donetsk and Luhansk regions from the financial system of Ukraine. On the territory of the DPR and LPR, branches of all Ukrainian banks were closed, Russian banks left there, ATMs and payment terminals in stores were turned off. To get cash, residents traveled to Ukraine or Russia, the publication recalls.
The branch of the Central Republican Bank in Donetsk began offering the service for receiving and sending money transfers to Russia on March 31. “The system is currently operating in test mode. “Soon it will be possible to receive money transfers from the CIS countries,” she explained RBC Deputy Minister of Finance of the DPR Oksana Taran.
The money transfer is carried out through the Anelik system, which belongs to the Russian bank Anelik.RU. The maximum amount is 15 thousand rubles, commission is 2% of the amount. The sender must indicate not Donetsk as the place of receipt of the payment, but the office of the company Bankomatika LLC in Rostov-on-Don. The Bankomatika company is engaged in the creation and support of systems for collecting and recording payments through a network of self-service terminals. An hour after sending money from Russia, cash can be received at one of the branches of the Central Republican Bank (CRB) of the DPR.
A list of points for sending transfers in Moscow and 56 regions was posted on the website of the DPR Ministry of Finance. Some addresses of points in Moscow (35 in total) coincide with the addresses of Promsvyazbank and Transcapitalbank branches where Anelika points are located. In the Moscow region, most sending points are Promsvyazbank offices.
Experts interviewed by RBC threaten the Russian banks named in the publication with Western sanctions. The Moscow liberal publication also lists by name individuals associated with all of these companies, creating conditions for the imposition of US sanctions against them personally.
