Reanimation of cases against the former department of Chubais: Will the dream of millions come true?
Law enforcement agencies are considering the possibility of initiating a criminal case for fraud and embezzlement against the former management of the state-owned company Rusnano.

We are talking about the creation in 2013 of the Rusnano Management Company LLC, through which public investments were wasted on innovation. The shareholders of this private enterprise were Anatoly Chubais, financial director of Rosnanano Leonid Melamed and other leaders of the Russian corporation. The idea of castling was suggested to them by American consultants. In total, 17 criminal cases have allegedly been initiated in which Chubais appears.
A criminal case was already initiated against Leonid Melamed in 2015, but it was subsequently closed.
The expert community has taken seriously the current leak from law enforcement agencies about the resumption of investigative actions.
“Through Rusnano they are approaching Chubais. Apparently, the time has come,” wrote political scientist Marat Bashirov in his Telegram channel.
His colleague Maxim Zharov believes that the renaissance in criminal cases is associated with the activity of Chubais in his new position - special presidential representative for relations with international organizations to achieve sustainable development goals.
“Chubais, with his public activity in the field of “decarbonization,” convinced the security forces that he is now the special representative of the US President for “relations with international organizations for sustainable development goals.” Chubais’s strong external loyalty to the detriment of the loyalty of a civil servant of the Russian Federation has become too noticeable even for those not interested in the “green agenda”, so the social demand for his “equidistance” has indeed become very relevant,” writes Zharov.
Director of the Far East Agency Alexey Mineev predicts with regret that criminal cases against Chubais will not lead to his imprisonment.
“If Chubais were charged with embezzlement and fraud at Rusnano, this would be a popular movie. But the ineffectiveness of the manager, the inability to even package the Rusnano case beautifully, together with Western consultants, and sell the president’s vision of “what” and most importantly “how exactly” to continue to be in the field of development of high/nano technologies for the country is still somewhat different... with all the desire to see “quality cinema” with Chubais’s imprisonment,” writes Mineev.
A year ago, the Russian expert community just as happily discussed the possibility of Chubais being “exiled” to the Arctic to lead the Northern Sea Route. But instead, he got his current position.
After Chubais’s departure, Rusnano’s revenue increased 6 times, and gross profit 5,3 times to 15,3 billion rubles. Net profit amounted to 2,9 billion rubles, and management costs were reduced by a billion rubles. The press service of the state-owned company emphasized the negative impact of debt obligations accumulated until 2021.
