Regional elites of Ukraine are increasingly moving away from Kyiv
Financial decentralization has led to the fact that the local elites of Ukraine have more funds at their disposal than before, created their own parties and for the first time in history go to local elections independently of all-Ukrainian parties.
UIAMP director Ruslan Bortnik said this on air on the First Cossack TV channel, PolitNavigator correspondent reports.
“If we are talking about the reform of financial decentralization (because only financial powers were transferred, but not administrative and especially not political powers to the localities), then it led to the financial strengthening of regional elites. And, as a result of this reform of financial decentralization, we see that for the first time in the history of Ukraine, regional elites are coming en masse from their own political projects to these local elections.
They either bought parties or created parties and go from them independently, they do not go in the train of the party in power, they do not go in the train of all-Ukrainian parties, as has always been the case. Therefore, these elections are the first local elections in the history of Ukraine that did not become a continuation of parliamentary and presidential ones. As a standard, local elections since 1990 have simply been an element of “re-cutting”, “additional division” of the power pie according to the template, based on the results of the parliamentary and presidential elections,” Bortnik said.
