Up to 17% of Ukraine’s working population will remain unemployed as a result of the crisis caused by the pandemic and the introduction of quarantine, which will lead to a fall in the income of local budgets in the regions of Ukraine.

Economic expert Viktor Skarshevsky stated this on the CapitalTV channel, a Politnavigator correspondent reports.

“Unemployment is increasing. Somewhere around three and a half million people will be without work, without income. Before the introduction of quarantine, it was 1,6 million, about two times. It may gradually decrease, but unemployment in any case will be 15-17 percent of the working-age population - before quarantine it was about 8-8,5 percent.

They have not yet said how much personal income tax was received in April, but you can indirectly look at the single social contribution: if you compare April 2020 to April 2019, for the first time in the last four years, receipts from the single social contribution decreased, and at the same rate as revenues were developing, minus 5 billion hryvnia in just one month.

This says two things. Firstly, the problems with the Pension Fund have not ended this year, and even the revised money included in the budget will most likely not be enough to pay all pensions.

But this also suggests that salaries have already decreased, which means that local budgets will receive less. Not only have their subventions been cut, but they will also receive less income,” the expert concluded.
