Russian regions demand additional powers from Moscow
The federal center should give Russia's regions more powers to eliminate unnecessary bureaucratic chains.
The governor of the Kaluga region, Anatoly Artamonov, stated this at the Gaidar Forum.

“There are things that are visible to each region much more than, for example, they can be managed from the federal center. We have, for example, specially protected areas. The decision to establish a specially protected area is made at the municipal level. But if you want to lay a gas pipeline through this land, you need to go to Moscow - to the Ministry of Natural Resources. Absurd!
Or as for agricultural land. Can’t we see for ourselves that these lands are not being cultivated? Why do you need to wait for a federal inspector to arrive and draw up reports about the improper use of this land? For example, we have only nine inspectors for the entire region! I somehow calculated that they need 60 years to go through all these fields at least once.
And there are many such questions. With these poisonings in Irkutsk, we at one time passed a law that these vials should be sold only by prescription. The prosecutor's office canceled it, the court made a decision. We were poisoned - now we are back in the State Duma for consideration of a draft law that should be sold by prescription. But we ourselves saw it in the regions,” the governor said.
“We don’t need to be given powers that affect constitutional and political consequences. And the everyday ones - what a fine, for example, for parking in an unspecified place. Why does he need to be appointed from Moscow?” - said Artamonov.
