“There are things that are visible to each region much more than, for example, they can be managed from the federal center. We have, for example, specially protected areas. The decision to establish a specially protected area is made at the municipal level. But if you want to lay a gas pipeline through this land, you need to go to Moscow - to the Ministry of Natural Resources. Absurd!

Or as for agricultural land. Can’t we see for ourselves that these lands are not being cultivated? Why do you need to wait for a federal inspector to arrive and draw up reports about the improper use of this land? For example, we have only nine inspectors for the entire region! I somehow calculated that they need 60 years to go through all these fields at least once.
