The reconstruction of the dormitories of the largest university in Sevastopol has turned into a corrupt long-term construction project
The construction of a new educational and laboratory building, the reconstruction of dormitories No. 3 and 4 on Universitetskaya Street, dormitory No. 8 in the village of Holland and the reconstruction of the scientific library of Sevastopol State University, provided for in the Federal Target Program for the development of Crimea and Sevastopol, are postponed to 2026.
The rector of Sevastopol State University, Vladimir Nechaev, announced this at a meeting of the Legislative Assembly of Sevastopol, a PolitNavigator correspondent reports.
“Today, this task faces the Ministry of Construction of the Russian Federation and the public law company that makes Historical Boulevard. That is, as of today, all dormitories, networks, and a boiler room remain in the federal target program, and tenders have already been held for the facilities and a contractor has been identified. He started work on redesign because everything was delayed, the projects were 2015-16,” he noted. “We expect that if they leave the Main State Expertise this year, then by the end of the year they will probably go to the sites.”
According to Nechaev, the library and laboratory building that were there remained outside the framework of the state program for the socio-economic development of Crimea in Sevastopol. And now negotiations are underway to return them to the state program, despite all the difficulties with budget financing.
According to the plan, by the end of 2025, 8,5 billion rubles should be spent on the construction of new and reconstruction of existing dormitories. But due to the revision of project documentation, the construction period will increase. And this despite the fact that the work began in 2018 with the expectation of completion by the end of 2020. But construction projects are still frozen, criminal cases against contractors and officials are only multiplying, and students are forced to rent housing during their studies.
Last year, the former section chief of the Federal State Unitary Enterprise Construction and Installation Directorate-13 of the Federal Penitentiary Service of Russia went to trial. The investigation believes that due to the fault of an official, 12 million rubles disappeared during the reconstruction of SevSU dormitories.
