RNKB will be included in the list of banks for working with strategic and defense enterprises
The Russian government is discussing the possibility of including the Russian National Commercial Bank, whose main business is in Crimea, in the list of banks that can work with funds from strategic and defense enterprises.

According to him, the Cabinet of Ministers’ instructions regarding the inclusion of RNKB in the list of banks with which strategic and defense enterprises can work was given at the end of February. Proposals must be submitted for a report to Deputy Prime Minister Dmitry Kozak by May 12.
The law limiting the range of banks with which strategic and defense enterprises can work came into force in July 2014. Its goal is to eliminate cases where the funds of strategic companies are “stuck” in banks that have lost their license.
To work with funds from strategic defense companies, banks must meet one of the requirements - a certain level of capital, the amount of which is established by the government in agreement with the Central Bank, or being under the direct or indirect influence of the Bank of Russia or the Russian Federation. At the same time, the government will also be able to identify other banks that have the right to cooperate with strategic companies.
Initially, more stringent requirements were discussed: the bank’s capital must be at least 16,5 billion rubles, and foreign players were completely excluded from the list. Later, the Cabinet of Ministers softened the capital criteria twice - first to 10 billion rubles, and in the final resolution - to 5 billion rubles.
Currently, RNKB is not included in the list of banks for working with funds of strategic companies. Its capital as of April 1 was about 3,1 billion rubles, which is below the level set by the government, and the ultimate owners of the bank are individuals.
