Rosneft is losing the Lisichansky Oil Refinery - Kolomoisky’s artillery is hitting it

On Friday, Rosneft's Lisichansky refinery, located in the Lugansk region, came under fire, the state-owned company reported. According to the head of the Lugansk regional state administration, Irina Vergina, at the refinery, “a tank for storing oil sludge of 50 thousand, two tanks of 20 thousand tons of gasoline each, and a warehouse for storing sulfur” were burning. Later, Rosneft clarified that the oil storage tank also caught fire, and the plant’s employees had to flee to a bomb shelter.
The state-owned company says that the refinery was subjected to “targeted fire.” At the same time, Rosneft notes that “there is reason to assume that the Ukrainian oligarchs who have seized power have a commercial interest in destroying competing production and raising prices for the products of their enterprise in the city of Kremenchug.”
The Lisichansky Oil Refinery was built back in 1976, its capacity is 7 million tons of oil per year, it produces fuel of Euro-4 and Euro-5 standards. Rosneft estimated the cost of the refinery at approximately $265 million. The plant was shut down in February 2012 (then it belonged to TNK-BP, purchased by Rosneft in 2013) - petroleum products from oil supplied to Ukraine could not compete in price with imports from Belarus . Negotiations on the purchase of the plant with TNK-BP were conducted by Mr. Kolomoisky, but the deal did not take place.
According to Kommersant sources close to Rosneft, it is impossible to really assess the consequences of the shelling and fire at the refinery.
