Russia is ruled by cartels - head of FAS
The main problem in Russia is the general cartelization of the economy, that is, the creation of organized groups to maintain prices. The head of the Federal Antimonopoly Service (FAS) Igor Artemyev stated this today, speaking at the Federation Council of the Russian Federation.

“In the sphere of distribution alone as part of government procurement of medicines in the Russian Federation, over 3 years we have identified about 1000 cartels. Almost all trades are cartelized and fraudulent. This leads to the fact that the price of medicines does not fall and the budget bears unaffordable expenses,” Artemyev said.
In his opinion, most government procurement occurs on the basis of agreements, mainly with state corporations. As a result of the crisis, the public sector began to dominate many industries. The share of violations of antimonopoly legislation by the state is 37%.
“More than 3 procedures are used by state-owned companies to make purchases under non-transparent schemes. The number of single suppliers has grown beyond measure. It is necessary to introduce an exhaustive number of procedures. Let there be 600, 10, but not 20. Let there be some closed spheres in defense. But there shouldn’t be such revelry,” said the head of the FAS.
He also called on senators not to support state corporations.
“Do not support the same Gazprom that goes to the State Duma and blocks all initiatives. We see this in the committee. When they come to you with these amendments, please, don’t support them! Figure out what they want,” Artemyev urged.
At the same time, the head of the FAS called the statistical data that small businesses last year received government orders worth 3 trillion rubles incorrect, obtained by taking into account subcontracts. As the first recipient, small businesses appear in orders for only 300-400 billion rubles, Artemyev clarified.
