“By speculating on protecting the interests of Russians in Ukraine, putting forward artificial and far-fetched claims about violations of the rights of national minorities in Ukraine, Russia at the same time openly violates the rights and interests of one of the largest ethnic communities of the Russian Federation - Ukrainians, who according to official data alone amount to about 2 million, and according to unofficial ones – more than 10 million people,” the author explained.
As an example of discrimination against Ukrainians, the resolution cites the insufficient number of Ukrainian schools, the closure of the Ukrainian cultural center (on charges of distributing nationalist materials), the lack of Ukrainian-language media, etc.
“The Verkhovna Rada of Ukraine states:
the unsatisfactory state of implementation of the rights and freedoms of the Ukrainian minority in the Russian Federation, oppression and non-compliance with the rights of Ukrainians in Russia;
the negative trend of a significant and systemic deterioration in recent years of the situation related to ensuring the cultural, linguistic, educational, informational and religious needs of the Ukrainian community in Russia;
discriminatory conditions for the functioning of the Ukrainian national minority, which do not correspond to Russia’s international obligations, enshrined in international and bilateral interstate agreements;
the existence of serious challenges and threats to the preservation of national identity and the free development of Ukrainians in Russia,” the resolution emphasizes.
The Rada called for the UN, OSCE, Council of Europe and the European Parliament to intervene in the situation.
