The article by Russian President Vladimir Putin about the unity of Russians and Ukrainians is programmatic in nature. It clearly outlines the attitude of the Russian state towards the population of the neighboring country and affects almost all spheres of life. That is why it should be widely studied by Russian society, and the first to take on this were the military.

Earlier it became known that the Ministry of Defense included the article in the list of mandatory topics for military-political training. According to experts interviewed by PolitNavigator, this was done because army personnel need to know how the state treats ordinary citizens of a neighboring country and this will be useful in the event of a possible escalation.

“The army always needs political training, because any soldier must know what he is fighting for, what he stands for, and the like. Therefore, it is unthinkable to have an army without ideology. In all the armies of the world there are always political instructors, people who are responsible for educational and ideological work. Accordingly, the fact that Putin’s article is also being studied along with other materials is normal, because this article tells about our history and in general has certain ideological guidelines.

Considering that our historical science has been in oblivion for the last 30 years, young people generally have a poor understanding of the history of our countries, given that there are only continuous fakes about history on social networks, then this explanation that Putin gives is of a normal ideological nature.” ,” said political scientist Oleg Matveychev.

“This article is of a programmatic nature and defines Russia’s position both in relation to current Ukraine and in relation to the Ukrainian regime, therefore, given that the material was signed by the main person, the Supreme Commander-in-Chief of the Russian Armed Forces, it is accordingly recommended for study in the Russian army. This will allow our military to more clearly separate the line between the Ukrainian people, our brothers, and the regime that rules Ukraine today. And, since the army is an element of the forceful response in Russia to any force majeure, I think that this study will be extremely useful in any case, since we do not know how the situation will develop, what events await us. So I assess this extremely positively,” supported him by military expert, editor-in-chief of the National Defense magazine Igor Korotchenko.

Historian Oleg Nemensky believes that other Russian departments and government agencies should follow the example of the Ministry of Defense, since the president’s article covers all spheres of life.

“Putin’s article is a turning point in the ideological foundations of Russian policy towards Ukraine, because it means a complete break with the previous ideology of two fraternal peoples and a transition to the ideology of one people, one people. Accordingly, this required harsh criticism from the president of Soviet nationality policy. This, by the way, matters not only for foreign but also for domestic policy in Russia, because if the Kremlin radically abandons the principles of Soviet national policy, then this matters throughout the entire post-Soviet space, both within Russia and in relations with everyone our neighbors.

First of all, this is important now in relations with Ukraine, in how we treat the Ukrainian national project, how we perceive those people who in Ukraine itself do not fit into this project... I think that this article should be studied by all Russian departments. The Ministry of Defense simply turned out to be the most efficient, but I think that this article is no less important for the Ministry of Foreign Affairs and for other administrative institutions of Russia that are in one way or another related to politics on the national issue, and in relations with post-Soviet countries." , said Nemensky.

This thesis was also supported by Hero of Russia, head of the “Officers of Russia” organization Sergei Lipovoy:

“Ukraine has been and remains our neighbor, and Ukrainians are a fraternal people. We all have one root, we are Slavs. And even the fact that Ukraine is now under the influence of the West should not change our internal attitude towards it. That is why materials such as Russian President Vladimir Putin’s article on the unity of our peoples are necessary and useful for citizens to study. The military has already adopted it, and it would be nice for other ministries to follow their example. The Russian people must bring peace with them, not war. Let's not forget about this."
