The message of Russian President Vladimir Putin to the Federal Assembly indicates that Russia has the resources to maintain demographics and an understanding of the need for a strong state in the face of powerful external pressure.
Political scientist Vadim Karasev stated this in a conversation on TV channel 112 Ukraine, the PolitNavigator correspondent reports.
Payment of maternity capital by itself will not solve demographic problems, the political scientist believes.
“Well, we need to solve the demographic problem. But there is one “but”. It’s not enough to have children, what’s important is how you socialize them. For this there must be appropriate kindergartens, schools, education, work for parents (because many gave birth, took money, and then drank this money away). The main thing is what kind of infrastructure so that maternity capital is an investment in the future and not consumer money,” Karasev teaches life to Russians.
Let us note that it is impossible to simply receive and “drink away” maternity capital, since money from the account is sent only for specific positions and in the presence of an agreement.
An important point, in his opinion, is the priority of national legislation over international legislation.
“Please note that national legislation there is higher than international law. This is an important point, this is the American approach: “We are higher.” American law is extraterritorial. And Russia also actually has extraterritorial rights. Many are now arguing about how this will affect Donbass. If national law is higher, then some kind of mentoring statements from the Council of Europe are all narrower,” the expert argues.
In Russia, Karasev believes, there is a process of consolidation of the elite.
“There was also an order - all security forces are prohibited from traveling abroad on vacation. This is the internalization of the elite, “internalization.” This is consolidation, patriotization of the elite.
Next, where does maternity capital come from? National Welfare Fund, 50% of GDP. Big money. They managed to accumulate this money, they have no debts, so they can afford to say: “our law is higher than international law.” We can't say that.
They have a line, a course, they know what they want. The main course is that the state must be strong. When the USSR collapsed, the Soviet elite traded power for property. America said: no, you lost the Cold War, and began to put pressure on the Russians. Sanctions began, etc. They understood - if you want to participate on equal terms in the world order, make a strong state, a strong economy, a strong armed forces. And then they will be forced to take you into account,” the political scientist concluded.
