Network companies are ready to invest in Crimea only if they are allowed to inflate tariffs on the peninsula. But the government does not allow it yet, fearing the disappointment of Crimeans. As a result, with the onset of cold weather, Crimea risks being left without electricity.

In April, Energy Minister Alexander Novak estimated the total cost of external energy supply projects for the peninsula at 90-100 billion rubles. (including gasification). In May, the Ministry of Energy raised the amount to 140 billion rubles. only on networks and generation.
But the source of these funds has not been determined. As the Ministry of Energy explained to Kommersant, “for a number of large projects of federal significance, decisions on sources of financing have not yet been made; their financing is partially provided.”
It was assumed that the construction of thermal power plants (600 MW in Novorossiysk and 770 MW in Crimea) would be carried out by transferring projects from mandatory investment programs of energy companies to new locations. But generating companies are not ready to part with capacity without the right to raise tariffs at their discretion. But Moscow does not allow them to do this yet. At the same time, the Russian government is also not yet ready to compensate for tariffs from the National Welfare Fund or the state budget.
In 2015-2019, it is planned to carry out the design of a cable crossing across the Kerch Strait, the design of a 220 kV power transmission line, the construction of 500 kV Anapa-Andreevskaya and Rostov-Andreevskaya overhead lines with a 500 kV Andreevskaya substation. Their total cost is 18,473 billion rubles, but this money is still nowhere to be found.
