“This property is not transferred on its own, but together with the budgetary allocations that were allocated to the Ministry of Defense for the maintenance of this property. We transfer the money that the budget already spends on the maintenance of real estate to the disposal of municipalities and regions,” said Nikolai Nikolaev, a deputy from United Russia.

According to him, the absence of this norm was an obstacle to solving the problems of long-term construction on the lands of the Ministry of Defense and maintenance of military camps, which are located in the territories of large settlements.
In cities of federal significance: Moscow, St. Petersburg and Sevastopol, military real estate can be given away along with the land on which it is located.
