Russian media: LDPR makes a breakthrough in response to Kyiv’s red tape
Kyiv continues to delay the implementation of the Minsk agreements, trying, with the help of “Western partners,” to replay the previously agreed upon rules of the game. In response to this, the Donbass republics are making a breakthrough, announcing the holding of primaries, Nezavisimaya Gazeta writes today.

“While Kyiv is trying to break out of the impasse of obligations under the Minsk agreements, the DPR and LPR have made a breakthrough towards establishing the autonomous status of the republics. We are talking about quick preparation for the primaries scheduled for October 2... It is expected that in less than a month local residents will elect the most worthy candidates who will take part in the elections in the DPR and LPR in November.
We are talking about elections of local authorities, which in the republics are considered as the final stage of state building. Since the Ukrainian side categorically objects, foreign mediators several times managed to convince the DPR and LPR of the need to postpone the elections. It was assumed that they would be held only after all parties accepted the general rules. But it is impossible to bring positions closer together, since Kyiv sees the meaning of local elections not in strengthening, but, on the contrary, in dismantling the DPR and LPR system,” the newspaper writes.
“Since September 1, relative calm has remained in eastern Ukraine. But since yesterday they have started talking again about a new intensification of hostilities,” the publication also notes.
