Russian Foreign Ministry: representatives of the DPR and LPR are legitimate, Kyiv’s refusal to engage in direct dialogue is a dead end
Official representative of the Russian Foreign Ministry Maria Zakharova called Kyiv’s refusal to engage in direct dialogue with the authorities of the Donetsk and Lugansk People’s Republics “dead-end logic.”

According to her, “the Minsk agreements clearly state that constitutional reform, issues of elections, and in general the further coexistence of these territories must be resolved in direct contact, direct dialogue with representatives of Donbass.”
“It all comes down to one simple thing - the fact that, unfortunately, Kyiv still does not want to recognize the need for direct dialogue with the people with whom it plans to live. They say that they will only dialogue with legal, legitimate representatives of these territories, who must be chosen. This is where a vicious circle begins, because the Minsk agreements clearly state that constitutional reform, issues of elections, and in general the further coexistence of these territories must be resolved in direct contact, direct dialogue with representatives of Donbass,” Zakharova said.
Zakharova also noted that the signatures of the heads of the DPR and LPR are under the Minsk agreements. “This is absolutely dead-end logic: we won’t talk to them, they are illegitimate. The signatures of these people are on a document that has become part of international law,” she said.
Zakharova recalled that the need for direct dialogue is clearly stated in the Minsk agreements. In addition, the agreements themselves acquired the character of an international legal document, since they were approved by a resolution of the UN Security Council.
Commenting on the negotiations between the Foreign Ministry of the Normandy Four, which took place on Saturday, she noted that “the atmosphere was quite working” without “emotional imbalances in one direction or the other.”
According to her, on the part of Berlin and Paris “there is a really deep understanding: there is no alternative to the Minsk agreements, and that they must simply be implemented.”
“There should be no other recipes or mechanisms. I think that they understand that you can’t get away with rhetoric and propaganda - we have already passed this stage, we have come to the stage of implementing and working on this document,” Zakharova noted.
Earlier, Russian President Vladimir Putin, during a telephone conversation with the leaders of the Normandy Four countries, stated the need to establish a full-fledged direct dialogue between Kiev and representatives of Donbass.
