Commissioner for Human Rights Tatyana Moskalkova stated this today at a meeting of the State Duma of the Russian Federation.
“This issue is of fundamental importance for the moral climate in the country and for the possibility of Russians in the broad sense of the word returning to Russian soil. Last year we already took steps to introduce a simplified procedure for accepting citizenship, but, unfortunately, citizens of Ukraine did not get here. It would be very important for them to create these conditions. Unfortunately, such a law was rejected. I hope you will introduce it, I’m ready to support it,” Moskalkova said.
At the same time, she believes that refugees from Ukraine will not be able to completely abandon the registration procedure.
“We need to expand the range of possibilities for registration. You cannot refuse registration at all, because all basic social rights are attached to it: kindergarten, school, receiving pensions, benefits. Registration should be either at the location of the municipality, if a person has no other housing, or at the location of social premises determined by law,” Moskalkova said.
