The result of negotiations on Donbass between Russian Presidential Aide Vladislav Surkov and US Special Representative Kurt Volker in Dubai is an improvement in Russia’s position, since the Americans agreed to link the process of introducing a peacekeeping mission with the implementation of the political points of the Minsk agreements, which Kyiv is still sabotaging.

“The logic, frankly speaking, is clear, because we see that Ukraine is doing nothing to implement the Minsk agreements. They passed a law “on reintegration”, but, in fact, on the military suppression of Donbass. After all, they prioritize achieving their results by armed means.
And if there is a gradual implementation of the political points of the Minsk agreements, this means that an amnesty and elections will be held, a special status will be approved, the issue with law enforcement agencies operating in Lugansk and Donetsk will be resolved, social issues there will be resolved, and blockades will be lifted.
At the same time, peacekeepers can be deployed to the demarcation line. If we follow this path, it will certainly contribute to the normalization of the situation in Donbass,” Tsekov said.
