Russian students and universities will have their funding cut in favor of Crimea

Moscow - Simferopol, October 17 (PolitNavigator, Mikhail Stamm) - First-year students may be deprived of academic scholarships in the first semester, and leading universities may be deprived of part of the funds for the “5/100” project, according to which by 2020 at least five Russian universities should be included in the hundred the best in the world. It is assumed that the money saved will go to Crimean universities and the Tavrida forum, reports RBC.

These and other proposals are contained in the materials of the Ministry of Finance for the meeting of the government commission on optimization and increasing the efficiency of budget expenditures, which RBC was able to familiarize itself with.

The main proposal is to revise the funding for the presidential project “5/100”. It was launched by a May presidential decree and assumes that by 2020 at least five Russian universities will be among the top 100 best universities in the world.

Another proposal is the abolition of academic scholarships before the first intermediate certification for students in bachelor's and specialty programs. Savings under this item for 2015–2017 could amount to up to 8,5 billion rubles. The 10% reduction option also implies a reduction in spending on a number of budget investments, a suspension of funding for foreign internships for students under the Global Education program and a reduction in the Russian Language Federal Target Program.

At the same time, officials are preparing to increase spending on education in Crimea - we are talking about financing the Crimean and Sevastopol universities, as well as the Kerch Marine Technological University. The international children's center "Artek" can also receive additional money. A separate line in the “planned scenario” includes expenses for “events within the framework of the implementation of state youth policy, including the holding of the All-Russian forum “Tavrida” (Crimea).”
