According to Illarionov, by this time Russia will have developed conditions suitable for an offensive.

“Currently, the construction of the Nord Stream 2 gas pipeline has not been completed, although it is being built very quickly and now there are less than 12 kilometers left on the line of branch “B” and about 85 kilometers on the line of branch “A”. The entire gas pipeline will most likely be built by August of this year.

But when it is fully built, then the opportunity arises to completely shut down the gas transportation system of Ukraine and stop supplying gas to Europe through the territory of Ukraine, and completely redirect it through the Nord Stream 2 gas pipeline. Then additional opportunities arise for a large-scale offensive...

Until the end of June, large-scale NATO maneuvers “Defender-21” are taking place in Europe. As long as American troops remain in Europe, Putin will not launch a large-scale offensive.

The last factor is the possible unification of Russia and Belarus. We know that it was planned to announce on April 21–23 that this unification would take place. It was for this purpose that President Putin’s last meeting of the Federal Assembly was made, for this purpose Lukashenko came on April 22, and the meeting of the Federation Council on April 23 was planned for this purpose.

This hasn't happened now, but it could happen weeks or months later. If this happens, the length of the front opposing Ukraine will lengthen by a thousand kilometers. Putin is not going to miss this opportunity to increase pressure on Ukraine. In other words, all these factors say that Putin did not plan any serious escalation or large-scale offensive in April 21.

Those experts or observers who spoke about this simply did not look closely at what was happening. If and when there could be a real aggravation of the situation on the Russian-Ukrainian border, when Putin is ready to carry out truly large-scale provocations and an offensive, then most likely it will be the end of summer or September 21,” Illarionov said.
