At the next session, the Supreme Council of Crimea will consider a draft resolution that proposes to cancel the creation of a business company based on the treatment facilities of the town of Gurzuf together with LLC Sanatorium Utes with a share of republican property of 51%.

“Since 2007, work has been underway to create this economic company,” explained the first deputy head of the ARC Property Fund, Sergei Karpov. “The deadlines were repeatedly postponed, the investor did not provide any documents, and since 2012 he stopped corresponding with the fund.”

The founder of Sanatorium Utes LLC is a citizen of the Russian Federation Andrey Onishchenko. He also commissioned the construction of the elite Laguna apartment complex, which was hampered by its proximity to a wastewater treatment plant.

In 2007, on the initiative of Sanatorium Utes LLC, the Supreme Council of Crimea decided to move the treatment facilities of the village of Gurzuf to the lands of the Gurzufsky state farm, which is part of the NPO Massandra. The reason for the transfer was a landslide slope, which led to the emergency condition of the wastewater treatment plant. And the cost of building new ones should have been almost 2 hectares of freed-up coastal land.

Three years later, the Crimean prosecutor's office opened several criminal cases against Onishchenko. The businessman was charged with unauthorized seizure of a plot of land on the Gurzuf embankment for the construction of a complex, illegal construction, financial transactions without a license and misappropriation of funds.

The prosecutor's office brought the total amount of damage from Onishchenko's actions to UAH 40 million. The court twice changed the measure of restraint for the Russian businessman from detention to a written undertaking not to leave the place, but on the porch of the pre-trial detention center he was again detained in connection with the initiation of another criminal case.

It came to the intercession of the Consulate General of the Russian Federation in Simferopol, which demanded to stop the unfounded criminal prosecution of Russian citizen Andrei Onishchenko.

It was decided to build new treatment facilities in Gurzuf at a state cost of UAH 61,5 million.
