There will be no Russian base in Vietnam - the country has declared neutrality
Vietnamese authorities have stated that they will not allow any foreign military bases to be placed on their territory.

“Vietnam’s consistent policy is to maintain the neutral status of the state. We will not enter into military alliances or alliances against third countries,” said Foreign Ministry spokesman Le Hai Binh.
Let us recall that on October 7 this year, Deputy Minister of Defense of Russia Nikolai Pankov said that his department was dealing with the issue of the possible return of military bases in Cuba and Vietnam. Soviet and later Russian military bases operated in Cuba and Vietnam until 2002, when the Russian Federation abandoned them. An electronics center was located in Lourdes, Cuba, and a naval base was located in Cam Ranh (Vietnam).
As Reuters notes, the country’s neutral status nevertheless allows for the possibility of foreign warships entering its ports. Thus, on October 4 of this year, the guided missile destroyer John S. McCain and the US Navy support vessel Frank Cable made a call at the Cam Ranh base.
