Russia and Japan are preparing to conclude a peace treaty
The Kuril Islands are sovereign Russian territory. Russian President Vladimir Putin said this in Lima (Peru), answering questions from journalists.

“This is a result of World War II, but we are ready to conduct a dialogue with our Japanese partners. Let me remind you that in 1956 a corresponding document was concluded between the Soviet Union and Japan, where it was assumed that two islands would be returned to Japan. It was not said on what basis, under whose sovereignty these two islands would remain, or under what conditions they would be transferred,” Putin was quoted as saying by the Kremlin’s official website.
The Russian leader stressed that both Japan and Russia want to conclude a peace treaty.
“I think that for both Japan and Russia it is quite obvious that the absence of such an agreement between Russia and Japan is an anachronism of the past that prevents us from moving forward and developing. The path to it is not easy, we have been doing this for a long time,” Putin said.
He believes that an agreement between the two countries can be reached on the basis of expanded cooperation.
“That is why the Prime Minister of Japan, Mr. Abe, proposed his program for expanding business and economic ties. His program consists, in my opinion, of eight points. This is the implementation of fairly large projects, not only on the islands, but also between Russia and Japan as a whole,” Putin said.
