After the collapse of the USSR, Russia was not in the mood for confrontation with NATO, but the further policy of the alliance forced Moscow to change its policy, writes in The National Interest defense and foreign policy expert Ted Galen Carpenter is a senior fellow at the Cato Institute and a contributing editor at The National Interest.

“After the dissolution of the Soviet Union, Moscow clearly hoped for a new, unified European security architecture,” the author notes. – It was only when NATO began to intervene in Bosnia in 1995 (that is, four years later), and idle chatter about the alliance's expansion to the east turned into a real proposal (three years after that), Russia became stronger in its suspicions about the intentions of the West, and especially the USA.”

The expert also does not agree that Russia’s alleged hostility towards NATO is due to the current Ukrainian crisis, but is caused by the arrogant and arrogant policies of the West.

“The consequences of NATO’s arrogance became apparent in 2008, that is, long before the scandal over Ukraine that began in 2014. The United States and its allies have once again deceived Russia on Kosovo, bypassing the UN Security Council (and a decisive Russian veto) and acting as midwife to the province's unilateral declaration of independence. “Then American leaders again showed impudence and arrogance, declaring that the Kosovo situation is unique and unprecedented. Russia responded to this absurdity months later by taking advantage of Georgia's reckless military actions against separatist South Ossetia. She carried out a counter-offensive and achieved the separation of this region and the other separatist territory of Abkhazia.”

“As I have written previously, it might be useful to consider how the United States would react if an alliance led by a major power, say China, began to include countries in the Caribbean, Central America and northern South America. Next, think about the possible reaction if Chinese neocons (that is, their equivalent forces) began a campaign to include Canada and Mexico in this alliance, and deployed their troops in these countries, Carpenter urges. – Wouldn’t the American leadership and sensible Americans see this as a threat to the security of their country? But this is essentially what the United States and NATO did to Russia.”
