Russia deprived Ukraine of waste paper
The rule adopted in 2016 on the exemption from VAT of waste paper delivery activities allowed Russian enterprises to compete with Ukrainian recycling plants, a PolitNavigator correspondent reports.

Deputy Alexander Fokin announced this today in the State Duma.
“Russia has 14 million tons of waste paper, of which 2-3 million tons are recycled. About 3 million tons were exported abroad, and those who exported received a refundable VAT of 18%. As soon as we adopted this norm, our enterprises had the opportunity to compete with Ukrainian enterprises. They began to load up their production,” Fokin said.
According to him, in just six months this brought an additional 7 billion rubles to the budget.
