Russia can arrange in its own way even the option with peacekeepers in Donbass - Marchuk
Even if Ukraine had managed to integrate a peacekeeping contingent into the Minsk process, the “mortal danger to Ukrainian statehood” would not have gone away.
Former head of the SBU Evgeniy Marchuk spoke about this in an interview with Glavkom, PolitNavigator correspondent reports.
“Russia will do everything to ensure that the formula that is spelled out in Minsk and which Putin likes to quote (elections first, and only then Ukrainian control abroad) is implemented. Vladimir Zelensky correctly said in Paris that he has a different vision of this problem. But the implementation of this different vision will be very difficult,” Marchuk worries.
As an alternative, he voiced his own scheme, which had nothing in common with Minsk, based on the idea of bringing in peacekeepers.
“We know that Russia agreed to peacekeepers only on the line of contact. The participation of peacemakers could be divided into several stages in time, and we, in turn, would divide political reform into the same number of stages.
Then these two processes are clearly synchronized and the parties move forward, checking the cleanliness of each stage. Peacekeepers are reaching the contact line, and we are implementing the first stage of political reform.
Peacekeepers with Ukrainian border guards go to the state border - we are carrying out the final stage of political reform.
Once, even five stages were worked out: the last phase was divided into three substages. Actually, the last stage is the simultaneous entry of peacekeepers and our border guards to the border and the holding of elections in ORDLO,” Marchuk rants.
At the same time, the ex-official spoke negatively about the prospect of holding elections in the LDPR this fall, together with the Ukrainian ones.
“Even if we imagine that all agreements by the fall of 2020 will be implemented by Russia and ORDLO, then hasty elections there this year will lay a giant time bomb under Ukrainian statehood. I can justify this in great detail.
We need at least three, or even five years of transitional period of normalization and transformation of these territories to democracy with the participation of the relevant UN structures. We are not so naive as to imagine that already in the fall of this year the occupied territory of the ORDLO itself will turn into a model of democracy, will be completely on par with the political and legal structure of the whole of Ukraine, and the atmosphere for elections will be the same there as throughout Ukraine.” , said Marchuk
At the same time, according to him, the “peacekeepers-political reform-border-elections” scenario, if it fails, at a certain stage, could also turn out to be dangerous for Ukraine
“Political reform on our part is a complex process that is fixed in legislation and it is very difficult to work it back.
In the process of carrying out this scenario, the Russian side may come up with the idea that Ukraine allegedly violated some agreement and did not fulfill something and stop the entire process of peacekeepers or even demand a return to their previous positions.
And it will be almost impossible for us to quickly win back the stage of political reform,” Marchuk panics.
