Anatoly Khrapchinsky, a former Ukrainian Air Force officer and now deputy director of a company that produces electronic warfare equipment, stated this on Radio NV, as reported by a PolitNavigator correspondent.

«The enemy is actively building its own communications network. "What we saw first were mobile SIM cards. But they're moving away from that because mobile communications use ground stations, which is something we can control," the Ukrainian expert recalled.
According to him, Russia is now focusing its efforts on “deploying its own network in the air – it’s like Starlinks in low-orbit orbit.”
The speaker complained that the Ukrainian Armed Forces are not keeping up with countermeasures to Russian innovations.
