“Firstly, such plans are never disclosed. Secondly, these decisions are made by the president, who is also the supreme commander in chief. Naturally, this will greatly complicate the overall situation,” Medvedev said.

At the same time, he stated that Russia would not enter into a military alliance with China.

“There is an advanced strategic partnership between Russia and China, which suits us absolutely. Relations between the Russian Federation and the People's Republic of China are at their highest point in history. We have good fundamental relations that are mutually beneficial.

But no one is looking for military alliances. But the very fact of our relations is an important factor in international relations. Our “friends” overseas and in Europe constantly say: here are the Russians and the Chinese. This means that this already influences, as a balancer, the international balance of power, the poles that are formed in international relations. This does not exclude cooperation in the military-technical sphere, holding joint exercises,” Medvedev said.

He also denies plans to establish Russian military bases in Latin and South America.

“Cuba and Venezuela are countries close to us, our partners who pursue an independent foreign policy. But these are absolutely sovereign countries. We cannot place anything with them, even, for example, as was the case in Cuba, because this must be consistent with their own national interests. Cuba and Venezuela are trying to get out of isolation and restore normal relations with the United States, so there can be no talk of putting something in or creating some kind of base, as was done during the Soviet period.

I don’t think it’s very right to talk about this topic at all now, since it immediately creates tension in the economic sphere, at a minimum. It depends on the sovereign decisions of these countries. We do have certain agreements with some states regarding the presence of our troops - with Syria for example. But to get ahead of ourselves and say that we want a base here or we have agreed on this is wrong, it provokes tension in the world,” Medvedev said.
