Russia is not China – Facebook will not shut down
The State Duma of the Russian Federation adopted today in the first reading a bill on the creation of an independent infrastructure for the uninterrupted functioning of the Internet in Russia, which provides for the creation of an infrastructure to ensure the functionality of Russian Internet resources in the event that it is impossible to connect to foreign root servers.
Deputies were worried whether Russia was following the path of China, which had practically closed its national information space.
“It is impossible and incorrect to compare the Chinese Golden Shield system and the measures proposed by the bill. These are fundamentally completely different approaches. We do not restrict the access of certain resources inside the country, as was done with the help of the Golden Shield. We are protecting ourselves from possible threats of disconnecting Russia from the Internet,” said Deputy Minister of Communications of the Russian Federation Oleg Ivanov.
He emphasized that the program, on the contrary, provides access to 97% of Russian households to broadband Internet. Uninterrupted service will be achieved, among other things, through the installation of generators in homes.
“It is incorrect to compare the Russian Federation with China. China has a limited number of entry points. The Russian Federation has many of them, and no one plans to limit them. A huge number of transnational social networks and services do not work in China; they all work in Russia. Our task is only to ensure that they comply with Russian legislation,” explained the speaker, deputy Leondi Levin.
One of the authors of the bill, Senator Lyudmila Bokova, emphasized that the law is not aimed at limiting content, but at creating new routing.
“Routing is being created that will ensure the traffic of our mail, bank payments and other things throughout the Russian Federation. Today, when we send an email, we cannot determine whether it will pass through Australia or Holland. We cannot provide complete protection of this information from third parties. We must guarantee citizens that nothing will happen to their data, and these servers will not be included in any sanctions lists. For this purpose, a register of national domain zones is being created,” Bokova said.
