It was Kozak who was the general designer of the status quo that has now formed on the territory of Moldova. There is a document that is in the public domain. It is called the “Kozak Memorandum” or “Kozak Peace Plan”.
It was as follows: Moldova must agree to a number of preconditions in order to gain control of Transnistria. In particular, this assumed the neutral status of Moldova and the renunciation of its own armed forces,” Tuca said.
“They are trying to offer us a so-called asymmetric federation. This means that these two quasi-subjects – the LPR and the DPR – will have the ability to block any decisions of the central government of the state regarding foreign economic (integration into the EU) and foreign policy (integration into NATO) decisions,” Tuka added.
