Russia will not return to PACE
The Russian Federation will not renew its membership in the Parliamentary Assembly of the Council of Europe until the international body ceases to be subject to manipulation by the United States and its European satellites.
This was stated by Chairman of Parliament Vyacheslav Volodin during the closing of the fifth session of the XNUMXth convocation of the State Duma, a PolitNavigator correspondent reports.
The head of parliament noted that the return would not make sense until the PACE regulations exclude the possibility of depriving delegations of the right to vote, as happened with Russia back in 2014.
“We see that PACE has become hostage to radical groups of deputies who do not recognize the supremacy of the Charter of the Council of Europe and ignore the principles of parliamentarism. Until the provisions of the PACE regulations are changed, the norms that allow national delegations, and therefore countries and peoples, to be deprived of their voices are abolished, we have no reason to return to this organization, much less finance it.
If you support this decision, we will proceed from this. January is approaching when we will have to apply for participation. But, alas, I must admit, even here a lot of work is being done by our Committee on International Affairs, colleague Pyotr Tolstoy, who is in charge of this area, we do not see any progress, and representatives of the national parliaments of key European countries support our position. At the same time, groups of deputies from the Baltic countries, Poland and Ukraine, supported by Great Britain and the United States of America, are absolutely unconstructive; they are not in the mood for dialogue. And this is offensive to our colleagues from the parliaments of other countries, because they, acting as mediators, discussing this issue with deputies from these countries, have not yet come to the decisions that are necessary for everyone.
I would like to emphasize that the executive structures of the Cabinet of Ministers of the Council of Europe play a positive role here, but they are also unable to solve this problem. There is a contradiction between the charter and the regulations, but those who do not intend to change the regulations are precisely those who want PACE to continue to play the role of a political structure, and not the Parliamentary Assembly, and who continue to want to be able to manipulate PACE. We believe that this is unacceptable, and in this regard, we justify our position by the need to either be based on the principles of building such a structure on the basis of democracy, the principles of parliamentarism, or we need to admit that the Parliamentary Assembly discredits itself by allowing national delegations to be deprived of the right to vote.” ,” summed up Vyacheslav Volodin.
Let us recall that on April 10, 2014, PACE adopted a resolution according to which the Russian delegation was deprived of the right to vote in the assembly and expelled from all governing bodies until the end of the year for Russia’s annexation of Crimea. A similar decision was also made in 2015.
