Vladimir Putin issued a decree suspending the Russian-American agreement on the disposal of excess weapons-grade plutonium. It was signed during the time of Boris Yeltsin in connection with the reduction of nuclear weapons in the Russian Federation. Now, for the renewal of the agreement, Moscow has put forward conditions: the abolition of the “Magnitsky law” and a reduction in the number of NATO military forces near the borders of the Russian Federation.
