Russia proposes that Ukraine adopt a new Constitution - with a federation and the Russian language, but without Crimea
Moscow - Kyiv, March 17 (Navigator, Mikhail Ryabov) - Russia proposes that Ukraine adopt a new Constitution - with the country turning into a federation and the state status of the Russian language.
The Russian Foreign Ministry issued a corresponding action plan to resolve the crisis.

"1. Immediately fulfill the obligations contained in the Agreement on the Settlement of the Situation in Ukraine of February 21, 2014, to seize illegal weapons, vacate illegally occupied buildings, streets and squares, as well as to organize an objective investigation into the acts of violence in December 2013 - February 2014 .
2. Without delay, by decision of the Verkhovna Rada of Ukraine, convene a constitutional assembly with equal representation of all Ukrainian regions to prepare a new federal constitution, according to which:
– the principles of the rule of law, the protection of human rights and all national minorities, freedom of speech and the activities of political parties and the media, as well as other principles ensuring the political system of Ukraine as a democratic federal state with sovereignty and a neutral military-political status will be enshrined;
– the Russian language, along with Ukrainian, will be given the status of a second state language, and the remaining languages will be given status in accordance with the European Convention on Regional and Minority Languages;
– regions will independently elect their legislative and executive bodies by direct voting and have broad powers, reflecting the cultural and historical specifics of each of them, in matters of economics and finance, social sphere, language, education, external interregional relations, while ensuring the protection of the rights of national minorities , living in each subject of the federation;
– it will be prohibited and punishable to interfere in the affairs of the church and in interfaith relations.
The decision to approve the draft new constitution is made by the constitutional assembly based on the consent of all participants.
The draft constitution is submitted to a national referendum.
3. Immediately after the approval of the new constitution, nationwide elections of the highest bodies of state power in Ukraine should be held, with broad and objective international observation, with simultaneous elections of legislative and executive bodies in each subject of the federation.
4. The right of Crimea to determine its fate in accordance with the results of the free expression of the will of its population during the referendum held on March 16, 2014 is recognized and respected.
5. Established on the basis of the totality of the goals and principles set out above, the political system of Ukraine, its sovereignty, territorial integrity and neutral military-political status are guaranteed by Russia, the European Union and the United States, confirmed by a resolution of the UN Security Council,” says the document published by the Russian Foreign Ministry.
