The Russian government decided to terminate the 1995 agreement with Ukraine on the maintenance of the oil products pipeline, which was built in Soviet times and ensured the transit of fuel from the Russian Federation to the West, passing through Ukrainian territory.

The decision of the Russian government is only a documentary confirmation of the fact that happened. If there is no activity, there is no “interaction” itself, then there is no need for an agreement on this matter.
Until February of this year, sections of the oil product pipeline passing through the territory of Ukraine were operated by subsidiaries of the Russian company AK Transnefteproduct - PrikarpatZapadtrans. In turn, 100% of the ordinary shares of AK Transnefteproduct JSC were contributed to the authorized capital of Transneft PJSC.
However, last winter the “Ukrainian” areas were sold by Transneft PJSC to the Swiss company International Trading Partners AG. In September, an application was submitted to send 150 thousand tons of diesel fuel through this pipeline towards Ukraine, but it was cancelled.
Now, if Ukraine has any claims, then it can present them to the Swiss company and resolve disputes - like a “European” with a European.
In a word, there is no special news. Just a statement of fact. And what has been talked about for so long in the Verkhovna Rada is still happening, but so far it does not have a significant impact on the state of Russian-Ukrainian relations. At least it doesn't make them worse. However, if the rhetoric and actions of the Ukrainian side do not change, then the consequences from them may change.
