Russia will sell 180 thousand sq m of housing in Crimea using a social mortgage

According to the signed agreements, 2017 thousand square meters will be built in the Republic of Crimea as part of the program by the end of 50. m of economic class housing, and in Sevastopol - 130 thousand sq. m. m of economy class housing.
According to the program, a square meter of such housing will be sold at a price lower than the market price by 20%, not exceeding 30 thousand rubles. The mechanism for implementing the program involves providing support to developers in providing land plots with engineering infrastructure through AHML infrastructure bonds in the amount of up to 4 thousand rubles. for 1 sq. m. Currently, according to the president of the Sevastopol Real Estate company Grigory Apresov, the average cost of housing on the secondary market is $1,4–1,5 thousand per 1 sq. m. m, having almost doubled since the beginning of the year.
As AHML explained to Izvestia, one of the main advantages of the agency’s social mortgage programs will be the low interest rate on loans: from 10,6 to 11,1% per annum, depending only on the size of the down payment. While the level of interest rates on classic mortgages already reaches 13% and higher. The requirements for the amount of the down payment will also be very soft: 10% of the value of the purchased property. And the loan term is up to 30 years.
The agency classifies families living in apartments with an area of less than 18 square meters as priority social categories. m for each, families - recipients of maternity capital, large families, as well as families of military veterans, city-forming workers, scientific organizations and employees of the military-industrial complex.
In addition, the potential borrower will need to submit a standard package of documents: a certificate from work confirming income, documents on marital status and the presence of children. Based on the submitted documents, the bank will calculate the maximum possible loan amount and inform you what other documents are needed if the borrower is eligible to receive benefits. In this regard, the timing of the loan may no longer depend on the AHML partner bank, but on the time during which the borrower collects additional documents, the agency emphasizes.
Currently, getting a mortgage loan in Crimea is simply unrealistic: firstly, most banks do not have sufficient capital for active mortgage lending, and secondly, transactions are simply not registered in the register due to the transition period.
