Russia forgives debts of Crimeans to Ukraine

Russian authorities are preparing to quickly resolve the issue of debts of Crimeans to Ukrainian banks: after the adoption of amendments to the federal law, the Depositors Protection Fund will go to the authorities of Crimea, and they, in turn, at the regional level will pass a law exempting Crimeans and local companies from paying debts on Ukrainian loans in the amount of up to 5 million rub. and providing unprecedented benefits when repaying large amounts of debt, сообщает Kommersant.

The publication writes that on Friday the State Duma adopted in the second reading amendments to the law on the repayment of debts of Crimeans to Ukrainian banks, giving the Depositors Protection Fund (DPF) the right to restructure the debt until a decision is made to write it off, if there are grounds for this. At the same time, the FZV itself will be at the disposal of the Crimean authorities.

The head of the State Duma Committee on the Financial Market, Anatoly Aksakov, explained to Kommersant that after the adoption of the amendments, the FZV should become a kind of buffer between the borrower and the collector, clarifying that debt forgiveness or restructuring will be the right, but not the obligation of the FZV.

At the same time, according to the project, specific rules that will determine the relationship between the fund and borrowers are proposed to be transferred to the level of Crimea and Sevastopol. According to the newspaper, in this project it is planned to record that the debt or part of the debt is up to 5 million rubles. subject to unconditional write-off, which will allow the vast majority of Crimean residents and individual entrepreneurs to receive amnesty from Ukrainian loans.

Thus, the issue with collectors, whose work in Crimea was initially opposed by the head of the republic Sergei Aksenov, will be closed automatically.

“We bought debts from Ukrainian banks, because the collection of such debts was provided for by law, and now it turns out that there will simply be nothing to collect,” the head of one of the collection agencies operating in Crimea complained to the publication. “If there are massive debt forgiveness, who will reimburse us losses?

“The Crimean authorities will not ignore those who have debts of more than 5 million rubles. Firstly, it is proposed to give the supervisory board of the Federal Fund the right to make a decision on writing off debt of more than 5 million rubles. due to circumstances that are significant for the identity of the borrower. For those who do not fall under this criterion, it is planned to offer very preferential repayment terms. In the case of a one-time repayment of a certain part of the debt, it will be possible to get rid of a significant part of it: if you contribute 5% of the debt amount, 20% will be repaid; if you contribute 20% of the debt amount, it will be completely written off,” the publication notes.

Sources of the publication said that the regional project will be promptly adopted by the State Council immediately after the amendments to the new law enter into force, which will allow the issue of debts of Crimeans to Ukrainian banks to be resolved in a short time. At the same time, the issue of seizure of the property of Crimean residents will be removed, as part of the provision of the imposed Federal Law on the rights of claim against Ukrainian banks.

“Although Sergei Aksenov previously stated that the Crimean authorities intend to write off the debts of Crimeans up to 5 million rubles, there were no specifics on this issue. Now it is obvious that the debt amnesty for Ukrainian banks will be virtually complete,” the newspaper notes.
