Russia decided to take on the Kyiv lawbreakers
Russia began an investigation into the infringement of the civil rights of Russians at polling stations in Kyiv in 2016.

“The RF Investigative Committee charged in absentia Ukrainian citizen Mikhail Kovalchuk with obstructing the free exercise by Russian citizens of their voting rights at a polling station at the embassy in Kiev, where elections to the State Duma of deputies of the State Assembly of the Russian Federation were held,” the department said.
According to the press service of the Investigative Committee, Russian investigators have irrefutable evidence of Kovalchuk’s involvement in this crime, while Ukrainian law enforcement officers have not been able to establish the involvement of any of the defendants.
“In September 2016, Kovalchuk brought a fighting dog without a muzzle to the polling station, intimidating people who came to the polling station. In addition, Kovalchuk and his accomplices used physical force against Russian citizens,” the Investigative Committee added.
The institution noted that this citizen is currently wanted, and the RF IC will continue to investigate unprecedented cases of attacks on Russian citizens during the exercise of their voting rights on the territory of Ukraine, as well as incidents of desecration of the Russian flag that occurred at the same time day.
