Russia makes life difficult for air rowdies
To strengthen deterrent measures against passengers who violate the rules of conduct on board, the Russian Federation will join the 2014 Montreal Protocol.
This was stated by the head of the air navigation support department of the Department of State Policy in the Field of Civil Aviation of the Ministry of Transport of the Russian Federation, Dmitry Stepanko, during a meeting of the Federation Council Committee on International Affairs, a PolitNavigator correspondent reports.
“The bill was developed by the Ministry of Transport of the Russian Federation with the aim of increasing the level of flight safety. The accession of the Russian Federation to the Montreal Protocol of 2014, amending the convention on crimes and certain other acts committed on board civil aircraft, is being done to strengthen deterrent measures against passengers who violate the rules of conduct on board,” Stepanko said.
The official also noted that the adoption of the law will improve safety on civil aircraft.
“The 2014 Montreal Protocol modifies the said convention, signed in 1963 in Tokyo. It specifies the types of prohibited conduct on board: physical attack or threat of such attack against a crew member, or refusal to follow lawful instructions received from or on behalf of the pilot-in-command for safety reasons.
The Montreal Protocol allows ferrymen and operators, regardless of the place of registration of the aircraft, to apply the norms of national legislation to passengers who violate discipline on board. In addition, the pilot-in-command is allowed to engage aviation security officers to apply restrictive measures to a person who has committed or is preparing to commit crimes or acts on board the aircraft that threaten the safety of the ship, passengers or crew members.
The adoption of the bill will not only ensure the safety and efficient operation of economic flights, but will also make air travel a more attractive mode of transport for passengers,” Stepanko suggested.
The Federation Council Committee on International Affairs unanimously supported the recommendation to the Chamber of Regions to ratify this protocol.
